Every School an Art Room

"Second only to the art teacher in importance is the environment in which children work. Therefore, every elementary school should have an art studio. The studio should be well-designed in its furnishings, lighting, and color. It should be planned to facilitate every activity which is to take place within its walls...No matter how effective an art corner is made, it is not a fitting substitute for an art room which, like a magnet, draws all children into it. We have been too prone to underrate the importance of good tools, equipment, and the environment in which the child works. While they are secondary to the requirement of a good teacher, they are nevertheless vital. As long as we accept substandard art rooms we shall always suffer with them."

So you see some things haven't changed that much since 1958.
